Few of us are enthralled by procedural gimmicks at the Legislature. Most are not covered in the basic “how a bill becomes a law” training–which describes how the legislative system is designed to work (before actual legislators get involved with their tricky schemes).
NOW appear Strikers...also called “strike-everything amendments,” these replace all existing text from bills that have already gotten partway through the legislative process. The new text doesn’t even have to be related! Strikers can revive dead bills, skip over parts of the public hearing process, advance unpopular ideas, or all of the above.
Question: How much longer is Request to Speak active?
Answer: RTS is not eternal. In fact, the last day for bills to be heard in committees in the crossover house is March 26. So, for the most part, RTS, testifying for or against bills, and entering comments for legislators to see will no longer be available after March 26 (with the exception of the Appropriations Committees).

Stop AZ Legislature’s Bad Neighbor Bill!

Another version of the “Right to Harm” or bad neighbor legislation passed out of the House Land Agriculture and Rural Affairs Committee. The strike-everything amendment on SB1448 would have a chilling effect on any nuisance actions by small farmers or property owners against these big concentrated animal feeding operations by giving further deference to these facilities and forcing a plaintiff to risk having to pay attorneys’ fees. Please use the button below to tell your representatives to vote No on SB1448.
