What’s the difference between Poll Worker & Poll Watcher?

Poll Worker:
Nonpartisan, Paid (Clerks, Judges, Inspectors, Checker, Precinct Worker)

Poll Watcher:
Partisan, Volunteer (Observers, Monitors, Challengers)

QUALIFICATION REQUIREMENTS

To be a poll worker (Poll Manager) You must be 18+, registered to vote in South Carolina, a resident of county 30 days prior to election, complete training. $135. To sign up Contact County Election Commission. 

HOW POLL WORKERS ARE CHOSEN:

Commissioners of election appoint at least 3 Managers of election for each polling place in county & appoint a clerk from the managers appointed. 45+ days prior to any primary each political party holding a primary may submit to the commission a list of prospective managers for each precinct. The commission must appoint at least 1 manager for each precinct from the list of names submitted by each political party holding a primary. However, county election commission may refuse any prospective manager for good cause.

POLL WATCHER INFO

Each candidate who is not unopposed in a primary and each nonpartisan candidate, including announced write-in candidates in a general or special election, may appoint a watcher for any voting place where his name appears on the ballot. However, in any general or special election, all candidates who are certified by a political party must be jointly represented at each polling place by not more than two watchers from the party for each one thousand registered voters or fraction thereof registered at the polling place. Each watcher appointed hereunder must be a qualified voter in the county where he is to watch.

Who is Authorized to Challenge a Voter’s Eligibility on Election Day?

It is the duty of the managers of election to, and any elector or qualified watcher may, challenge the vote of a person who may be known or suspected not to be a qualified voter. However, the challenges by persons other than a manager must be addressed to the manager and not directly to the voter.
