What’s the difference between Poll Worker & Poll Watcher?
Poll Worker:
Nonpartisan, Paid (Clerks, Judges, Inspectors, Checker, Precinct Worker)
Poll Watcher:
Partisan, Volunteer (Observers, Monitors, Challengers)

QUALIFICATION REQUIREMENTS
To be a poll worker You must be qualified to register to vote in Hawaii, be 16+ by June 30th of election year, a resident of the precinct. Party affiliation generally required, complete required training. To sign up, contact your county board of Elections (NOTE: Hawaii will be converting to Vote-By-Mail for the 2020 Elections)
*Any or all of the requirements may be waived by the chief election officer if it is determined that minority language assistance or other special needs warrant such a waiver, excepting no candidates or their families.*
POLL WATCHER INFO:
Each qualified political party shall be entitled to appoint no more than one watcher who may be present at any time in each precinct and absentee polling place in which the candidates of that political party are on the ballot. All watchers so appointed shall be registered voters.
Who is Authorized to Challenge a Voter’s Eligibility on Election Day?
Any voter rightfully in the polling place may challenge the right to vote of any person who comes to the precinct officials for voting purposes. The challenge shall be on the grounds that the voter is not the person the voter alleges to be, or that the voter is not entitled to vote in that precinct.
